BCA 3rd students outshine in  PU Examination 

Ludhiana: 27 May 2014: (Education Screen Bureau): 
Students of BCA 3RD Of MTSM College for Women brought laurels to college by showing excellent performance in BCA 3RD examination April 2014 conducted by Panjab University, Chandigarh.  The overall result was 100%. Entire batch got first division. Priyanka attained 10th position   in University, 7th position in District & first in college by scoring 80% marks. Kanika  Trehan and Poonam Devi secured second and third position by scoring 76.25% & 74.80% marks respectively. Principal Dr.(Mrs) Parveen Kaur Chawla congratulated the students and staff for excellent performance and wished them all the best for their future.

Workshop on ASL at BCM School Ludhiana

Workshop was attended by 62 teachers from 29 schools

Speaking and listening are considered to be the essential skills of real life, in the present Global market. Effective spoken communication (speaking skill) requires being able to express your ideas and views clearly, confidently and concisely in speech, tailoring your content and style to the audience and promoting free-flowing communication. Whereas listening skills are ways to help us listen to something more effectively and be able to comprehend the message being communicated. Good communication skills improve and raise the self-esteem of a student. 

Central Board Secondary Education- Delhi essentially desires that the students acquire proficiency in Communication Skills by the time they leave the portals of the school. CBSE has in the CBSE CCE Scheme introduced Assessment of Speaking & Listening Skills in Classes IX, X & XI. CBSE collaborated with Trinity College of London for developing Assessment Criteria and for Training of teachers of English.

CBSE has also made it mandatory for CBSE Affiliated Schools to organize six days Capacity Building Training Programs for teachers on various themes. CBSE has also empanelled agencies for imparting this training. PROF. (DR.) B. L. HANDOO & TEAM (IECS)-NOIDA is such an agency (Pan India).

A TWO DAY Workshop on ASL for Teachers of English of CBSE Affiliated Schools was conducted on 15-16 May 2014 at  BCM Arya Model senior Secondary School, Shastri Nagar, Ludhiana. 
Mrs. Heemal Handoo (Bhat), Mrs. Pallavi Sethi and Prof. (Dr.) B. L. Handoo were the Resource Persons.
The workshop was attended by (62) Sixty Two teachers from (29) Twenty Nine prestigious schools of Ludhiana, Jallandhar, Phagwara and surrounding areas.

Teachers were eager participants, highly motivated and eager to learn. The interactive workshop had a host of activities for transfer of skills. Teachers were given drills in phonetics and speaking skills for language functions. The teachers were also educated about the Communicated Approach to be followed in teaching of English. They also learnt of the procedure to be followed in Assessing Speaking & Listening Skills.
Classroom Management and Role of a Teacher in teaching of Communicative English and developing Speaking & Listening abilities was also dealt with.

Dr. Paramjit Kaur, Principal of the host School welcomed the participants. She thanked the Schools for an overwhelming response. She expressed her gratitude to Prof. (Dr.) B. L. Handoo for having organized the workshop with the help of his CBSE empanelled Team.
Dr. Paramjit Kaur also announced that the next ASL 02-Day Workshop would be organized on 18-19 July 2014, for Teachers of English from Schools that could not be accommodated in the present Workshop. This Workshop may have participation of Schools that deputed some teachers to to the present one.

The Team is scheduled to hold its next workshop on Classroom Management at Mehta Vidyalaya, Bharti Bhawan, Kasturaba Gandhi Marg- New Delhi, on 17’Th May 2014.

Two Days ASL Workshop at B.C.M. Arya School Ldh

Indeed highly informative and interesting workshop
Ludhiana: 15th May 2014: (Education Screen Bureau): 
Two day workshop is being conducted at BCM Arya Model Sr. Sec. School, Shastri Nagar, Ludhiana.  The resource persons for the workshop were Prof. (Dr.) B.L. Handoo (Educational Consultant and Advisor  CBSE, New Delhi),  Mrs. Heemal H. Bhat  (Master Trainer and Examiner for Trinity College of London) and Mrs. Pallavi Sethi,  (CBSE ASL Pilot trainer and Cambridge Trainer Examiner.) The eminent resource persons trained the teachers from various schools of Ludhiana as Oral Examiners for ASL. They provided the teachers with guidelines and parameters to be followed for assessment and also emphasized on the objectivity and unbiased approach for grading purposes. More than 62 teachers  from  about 30 schools were  equipped with adequate  pedagogical  skills to evolve the students into confident orators who can express themselves  fluently  and accurately.
Dr. Handoo initiated the session with an effective introduction of ASL, Its principles and objectives. The experienced resource person also explained various types of practices – controlled, force and various techniques to assess speaking skills like role-play, dumb charades and story completion.
Through various individual, close pair and group activities; he explained the rubrics of assessment to the teachers. Video tapes of assessments being conducted was a valuable input to understand the methodology of conducting an oral exam. 
Ms. Heemal. H. Bhat extolled the city teachers for their command in English and classroom  management techniques as well as shared listening and speaking skills with the teachers. The workshop also offered teachers a platform to clear their doubts pertaining to the class room activity and the CBSE pattern of Assessment.
Ms. Pallavi Sethi explained various parameters and specifications of ASL covering various topics like Mapping CBSE Objectives and performance descriptors. She also dealt with Phoneticss Classroom Management and role of a teacher.
Dr. Paramjit Kaur, Principal deliberated on the need of professional development for teachers to enhance their knowledge and skills. This workshop provided not only essential knowledge but also a great opportunity to share experiences both on technical and regulatory issues.
It was indeed highly informative, interactive and interesting workshop.

Gaur expressed protest against PU proposal for 10-20% fee hike

Dear Sir

A news appeared recently in the newspapers that Punjab University proposes 10-20% hike in fee for their 188 affiliated colleges within the State of Punjab and Chandigarh from the session 2014-15.


I came to know from reliable sources that a meeting of the Fee Hike Committee was held 2-3 days back and the Committee has recommended 10-20% fee hike (flat) for all the students studying in B.A., B.Com., B.Sc., M.A., M.Com., M.Sc. The Fee Hike Committee constituted by the University comprises 80% members of College Principals in which members from other segments were not included. I strongly lodge my protest against the constitution of the Committee in which representation from all the segments has not been given properly, that is why this hike in fee is recommended. In the recent past, Punjab University has increased 20% fee for the students studying in Punjab University Campus. A widespread agitation was launched by the students of the University Campus against this fee hike. The atmosphere of the University was not good and comfortable on those days. The issue of Fee hike was bought in the Senate Meeting. It was withdrawn after long deliberations in the Senate Meeting. It was also decided that the Committee will be constituted which includes members from the senate also. 
I, as a Senate member, strongly oppose the idea of fee hike in the colleges affiliated to the Punjab University as it is on the very high side. Most of the people residing in Punjab want to provide higher education to their children. They drop the idea of providing higher education to their children as they fail to afford to pay their fee. On the other hand, University proposes hike in fee on the very high side. I, therefore, request you to please not to consider the recommendations of the Fee Hike Committee and also not to bring this proposal in the Syndicate and Senate Meeting. Before this, the constitution of another Committee for the fee hike with the participation of other segments also is requested. This decision will create an unrest among the students as well as their parents being injustice to them depriving their right of being highly educated.

An interactive session on “Feministic Perspective on Entrepreneurship” was held at the MTSM College, Ludhiana for the students of Master in Business Administration Commerce & Information Technology (MBACIT) with LMA Young Innovative Entrepreneur  award winner Ms. Sandeep Riat , M.D Akal Spring Pvt Ltd. , Ludhiana  on Tuesday,  22 April 2014. Speaking on the occasion, Ms. Sandeep (Minnie) Riat guided the students regarding the mantra of  becoming a successful entrepreneur. She  mentioned her journey of becoming an  entrepreneur and contributions she made towards  the  overall growth of her enterprise. During her lecture she highlighted that  creator community is unique. They live with conviction,  passion  & optimism .While personally interacting with the students  she took a note of their enquiries too. Principal  Dr. (Mrs.) Parveen Kaur Chawla said that with the new generation stepping into the creative economy, building a global platform that makes  the process of  learning  imperative and absolutely necessary. Master Tara Singh Memorial College for Women gave yet another reason to its students to cheer-up as the most awaited Annual Prize Distribution Function was just celebrated with great favour. S.Harcharan Singh Gohalwaria (Mayor Municipal Corporation,Ludhiana) was the chief Guest of the occasion. Dr.Satish Kumar Verma, former Head, Dept.Of Sports Science Punjabi University Patiala was the guest of honor whereas Dr. D.P. Bhatnagar, former Head Dept. of Human  Biology,Punjabi University Patiala was the special guest of the occasion. College principal, Dr. (Mrs.) Parveen Kaur Chawla along with the members of the college managing committee gave a floral welcome to the worthy guests. In the function a big crowd of girls was in joy, happiness, music, art and a commitment to contribute their skill for a healthy society.
The function initiated with the recitation of the shabad "Deh Shiva Var Mohe Ehe". As many as 400 students were awarded for their achievements in the fields of academics, cultural as well as sports. Jasmeen AkhtarMegha JainKarishma Sharma and Gurpreet Kaur were awarded appreciation awards for their all-round performance whereas 12 students got Merit Certificate for their excellent achievements in various fields.The students sat riveted to get prizes from this high dignitary . While addressing the students, honorable guest congratulated them and inspired them to walk through the path of life with full courage, devotion and dedication. He further appariciated the hard toil of madam principal and all the staff members for achieving such brilliant results and position in university.
The whole ambience showered the fragrance of success and gaiety  with musical items. S. Swaran Singh, president, college managing committee presented a note of thanks to the worthy guests for sparing their precious time. While congratulating the students, he inspired them to attain great heights with courage, honesty and hard work and ofcourse with faith on the almighty.
Madam principal congratulated the students for their brilliant performances and also lauded the efforts of the teachers for bringing such outstanding results. She motivated all the winners to keep up the same spirit in future too and advised other students to come forward and enter the competition. She further iterated that "hardwork is the key to success and without hard work and dedication one can't reach zenith of glory". The function ended on festive note for prize winners and prizes in hands and faces illuminated with smiles of success.

Model Code of Conduct & its Evolution

Free and fair elections form the bed rock of democracy. This envisages a level playing field for the contestants and an equal opportunity for all parties for presenting their policies and programmes to voters.  In this context the Model Code of Conduct(MCC) gains relevance. The MCC intends to provide a level playing field for all political parties, keep the campaign fair and healthy, avoid clashes and conflicts between parties, and ensure peace and order. It aims to ensure that the ruling party, either at the Centre or in the states, does not misuse its official position to gain an unfair advantage in an election. This instrument is a major contribution of Indian electoral system to the cause of democracy.
The MCC is a set of norms for conduct and behavior on the part of the Parties and candidates, in particular. The uniqueness of the MCC is the fact that this was a document that originated and evolved with the consensus of the political parties. The origin of the MCC dates back to 1960 when the MCC started as a small set of Dos and Don’ts for the Assembly election in Kerala in 1960. The Code covered conducting of election meetings/processions, speeches, slogans, posters and placards (CEC-Shri K.V.K.Sundaram). In 1962 Lok Sabha General Elections, the Commission circulated this code to all the recognized political parties and the State Governments were requested to secure the acceptance of the Code by the Parties. (CEC-Shri K.V.K.Sundaram). Report received after the 1962 general election showed that the Code was followed by and large. In 1967, the Code was followed in the Lok Sabha and Assembly elections.(CEC-Shri K.V.K.Sundaram).

·     In 1968, the Election Commission held meetings with political parties at State level and circulated the Code of Conduct to observe minimum standard of behavior to ensure free and fair elections. (CEC-Shri S.P. Sen Verma)
·     In 1971-72, during General Election to the House of the People/State Legislative Assemblies the Commission circulated the Code again.  (CEC-Shri S.P. Sen Verma)
·     At the time of general elections to some State Assemblies in 1974, the Commission issued the code of conduct to the political parties in those States.
The Commission also suggested constituting committees at district level headed by the District Collector and comprising representatives of political parties as members for considering cases of violation of the code and ensuring its compliance by all parties and candidates.
·     For the 1977 Lok Sabha general election, the Code was again circulated to the political parties. (CEC-Shri T. Swaminathan).
·     In 1979, Election Commission, in consultation with the political parties further amplified the code, adding a new Section placing restrictions on the “Party in power” so as to prevent cases of abuse of position of power to get undue advantage over other parties and candidates. ·     In 1991, the code was consolidated and re-issued in its present form.  (CEC-Shri T.N.Seshan).
·     The present code contains guidelines for general conduct of political parties and candidates (no attack on private life, no appeal to communal feelings, discipline and decorum in meetings, processions, guidelines for party in power – official machinery and facilities not to be used for electioneering, prohibition against Ministers and other authorities in announcing grants, new schemes etc).
·     Ministers and those holding public offices are not allowed to combine official visits with electioneering tours.
·     Issue of advertisements at the cost of public exchequer is prohibited.
·     Grants, new schemes / projects cannot be announced. Even the schemes that may have been announced before the MCC came into force, but that has not actually taken off in terms of implementation on field are also required to be put on hold.
·     It is through such restrictions that the advantage of being in power is blunted and the contestants get the opportunity to fight on more or less equal terms.
·     MCC has got the judicial recognition of the highest court of land. The dispute over the date when the Model Code of Conduct should come into force -- the issuance of the press release by EC announcing the poll dates or the date of actual notification in this regard was resolved in the Union of India Vs. Harbans Sigh Jalal and Others [SLP (Civil) No.22724 of 1997)]  decided on 26.04.2001. The apex court gave the ruling that the Code of Conduct would come into force the moment the Commission issues the press release, which precedes the notification by a good two weeks. This ruling lay at rest the controversy related to the dates of enforcement of MCC. Thus the MCC remains in force from the date of announcement of elections till the completion of elections.

Legal Status for Model Code: Views of the Election Commission
There is an opinion in certain quarters for providing legal status to MCC. The Election Commission has, however, taken a stand against granting of such status to MCC. According to the Commission bringing the MCC on the statute book will only be counter-productive. In our country, elections are conducted within a very limited time span according to a well laid down schedule. Normally, a general election in a State is completed in about 45 days, from the day of announcement of the election schedule by the Commission.  Thus, the expedition and promptness in dealing with the cases of violation of the model code of conduct is of the essence.  If no timely action is taken to curb the violations and against the violators of the model code during the limited period when the election process is on, the whole significance of the MCC would be lost and the violator would be able to reap the benefit of such violation. If the model code of conduct is converted into a law, this would mean that a complaint would lie to the police/Magistrate. The procedures involved in judicial proceedings being what they are, a decision on such complaints would most likely come only long after the election is completed.  

MCC is not a Hindrance to Developmental activities
One often gets to hear the complaint that the MCC is coming in the way of developmental activities. However, even during the short period when MCC is in operation, the ongoing development activities are not stopped and are allowed to proceed unhindered, and only the new projects, etc. which have not taken off on the ground that have to  be deferred till the completion of elections.  If there is any work that cannot wait for any reason (relief work on account of any calamity, etc), the matter can be referred to the Commission for clearance.

It is apt to refer to the following passage from a  very recent Judgment (dated 16.02.2012) of the Allahabad High Court (Lucknow Bench) in Writ Petition No. 1361 of 2012 (Dr. Nutan Thakur Vs. Election Commission of India):

‘It shall not be out of place to mention that after election, peoples’ representatives discharge their obligation almost for a period of five years.  The elections are held at the fag end of their tenure unless the assembly or Parliament is suspended or dissolved earlier.  While holding the office, it is always obligatory on the part of the peoples’ representative to discharge their obligation honestly and fairly to serve the nation. In case they failed to discharge their obligation during their entire term while in office or in opposition, then making statement as a measure of allurement or appeasement to the peoples after issuance of Election Notification, shall be nothing but an instance of unfair practice on their part. (PIB Features.)

Transforming the Department of Posts into a Technology Driven Department

A massive transformation of the Department of Posts is being undertaken by the Ministry of Communications & Information Technology which will metamorphose the Department - now better known to the nation as India Post - into a technology driven Department. For this the Government has approved an IT Modernization Project with a total outlay of Rs 4,909 crore. The unique Project involves networking of all the 1,55,000 post offices spread across the country rolling out Core Banking Solution for Post Office Saving Bank, McCamish Insurance Solution for Postal Life Insurance and will enable track and trace of all accountable mails in the country. The IT Modernization Project commenced in 2012 and is expected to be operational by 2015. It covers eight segments which are under various stages of implementation and operationalization. A dedicated Data Centre is already in place.

This Project is unparalleled in terms of its scale and underlines the commitment of the Department of Posts to provide better services to the customers, and ensure higher employee satisfaction. The project is intended to build a wider reach to Indian populace through more customer interaction channels.

The Core Banking Solutions (CBS) in All Departmental Post Offices

The Department of Posts is also implementing the Core Banking Solutions (CBS) in all Departmental Post Offices during the current Five Year Plan. The Project introduces the facilities of ATM banking, mobile banking, phone banking, National Electronic Fund Transfer (NEFT) and Real Time Gross Settlement (RTGS) to the Post Office Savings Bank (POSB) customers.  It will enable the Post Office Saving Bank customers to undertake anytime anywhere banking through a network of ATMs.  CBS has been rolled out in 38 pilot Post Offices and is expected to be rolled out in all departmental Post Offices by 2015. The Project will IT enable the Branch Post Offices with a bio-metric hand held device, which is Aadhaar enabled, printer and solar power to charge battery.
Initiatives to Improve the Quality of Mail Related Services Across The Country

The Department of Posts has also taken initiatives to improve the quality of mail related services across the country. As part of the Mail Network Optimization Project (MNOP), the operational network for the delivery of mails has been restructured and the processes redesigned. An online monitoring system has been developed for a more effective monitoring of Speed Post Registered Post. An online track and trace system is also in place for registered articles on a pattern similar to the tracking of Speed Post articles. Automated Mail Processing Centers (AMPCs) have been set up at Delhi and Kolkata to further expedite the mail sorting activities. A Global Positioning System (GPS) system has been installed in mail vehicles in the North East Region for a better monitoring of the movement of mail carriages.

Providing Computers and Peripherals to All Departmental Post Offices

The Department of Posts has also provided computers and peripherals to all 25,145 departmental Post Offices in the country to enhance their efficiency. Remotely Managed Franking Machines (RMFMs) are also being supplied to the post offices in a phased manner.  These machines have a number of security features, like generation of 2D barcodes to assist traceable evidence of postage. These machines will improve the efficiency of the post offices by faster franking of articles and also help in having a ready data base of customers in an electronic form.

‘Project Arrow’

Department of Posts has also launched a Quality Improvement Project called ‘Project Arrow’ in April 2008, which entails a comprehensive improvement of the Core Operations of Post Offices as well as the ambience (Look and Feel) in which postal transaction are undertaken.

The Department of Posts has evolved a Sevottam complaint Citizen’s Charter laying down the service delivery norms of various postal products and services.  A monitoring mechanism to ensure the quality of services and prompt redressal of public grievances is in place at all levels. It is also operating the Central Public Grievance Redressal and Monitoring System (CPGRAMS) to handle complaints.

New services like e-IPO, e-Post, Express Parcel Post, Business Parcel Post have been introduced which not only open new revenue streams but also lead to widen the reach of the post offices and provide the customer with value added services.

Increasing Revenue Generation

The efficacy of the steps taken by the Government is also reflected in the fact that the Revenue generation of Postal Services is increasing every year, and the targets for each coming year are raised by the Government. To further increase the revenue the Department has taken following steps:

·         Beside the IT Modernization project, a series of initiatives have been taken under Mail Network Optimization Project in order to improve the quality of mail services.

·         Launching special drives for covering more persons under the small saving network, especially in rural areas. Similar drives are also launched to popularize Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI) so that life cover / savings is encouraged among the rural population.

·         Financial Performance of each postal circle related to revenue and expenditure are reviewed on regular basis.

·         Rationalization of postal products to improve service delivery in the light of market demand.

DD Jain Women College Organized A National Seminar

A one day National Seminar on “Punjab During the Early Medieval Period: The Politico-Socio-Cultural Transitional Phase” sponsored by ICSSR, Panjab University, Chandigarh was organized at Devki Devi Jain Memorial College for Women, Ludhiana on March 12, 2014. Ten papers were presented in two technical sessions.
The seminar began with ceremonial lighting of lamp and reciting of Namokar Mantra. A floral welcome was extended to the keynote speaker & chairperson of first technical session Dr. N.K. Ojha, Professor, Deptt. of A.I.H.C. & A., Panjab University, Chandigarh and chairperson of second technical session Dr. Ashvini Agarwal, Professor, Deptt. of A.I.H.C. & A., Panjab University, Chandigarh by Samaj Rattan Sh. Hira Lal Jain, Chairman of the college Managing Committee, Sh. Kedar Nath Jain President, Sh. Bipin Jain Secretary, Sh. Surinder Kumar Jain Manager, Sh. Raj Kumar Jain, Sh. Shanti Saroop Jain, Sr. Vice Presidents, Sh. Sheetal Kumar Jain Vice President and all the other worthy members of Managing Committee. In his keynote speech Dr. Ojha gave interesting insight into the political history, polity and economy of early medieval punjab and kind of religious cultural changes that transpired during the 6th -12th century.
Delegates presented papers on various sub themes including prevalence of untouchability status of women and shifting of political ideology in that age.
Dr. R.K. Sharma, Deptt. of Public Administration acted as the chief guest of valedictory session. All the guest were honoured by the members of Management Committee. Speaking on the occasion, college principal Dr. Sarita Bahl extended her gratitude to the guest for consenting to spare their time for the event. She also congratulated the members of organizing committee for putting in sincere efforts to make the seminar a success.
Seminar concluded with a valedictory report and distribution of certificates, followed by National Anthem.

Farewell at KCW Ludhiana

An exuberant Farewell was accorded to B.Com and M.com Final Year students of Khalsa College for Women, Civil Lines, Ludhiana. True Spirit of Womanhood was on display in the function as it coincided with the International Women’s Day. The girls of the Commerce Department presented the vivid colors of India through regional dances including Lavani, Gujarati, Bharat Natayam, Sufi Dance and Ganesh Vandana. Modeling Rounds for the out going classes were also conducted. Radhika was adjudged Miss Farewell B.Com. Tanavpreet and Jyoti were declared Ist and IInd Runners Up respectively. Taranpreet was crowned Miss Farewell M.Com. The excitement of leaving college and entering into a new face of life was visible on the faces of all the students. Principal of the College Dr. (Mrs.) Varinder Kaur Thind applauded the efforts of the students and the teachers and wished the outgoing classes the best in their lives. She also encouraged the students to work hard for the coming final exams and strive for university positions.
